How long does post take after decision has been made???

Hi

I have applied a visa for my mom in Ethiopia as a eu citizen. They made a decision on her application within 2 weeks. Although this concerns me worryingly. However, it had been 4 weeks since they said they have made a decision and they posted out the outcome of the decision in writing to ethiopia.... My problem is that it's taken 4 weeks and counting!!!

Can anyone tell me how long the post is supposed to take...
I'm gettin annoyed more than anything right now...
