When to apply for EEA4?

My wife and I arrived in UK in January 2011. Can she apply for PR Residence Card a few months before she has been here 5 years. I.e. In September or October as if it takes 6 months to receive as we are planning to have a overseas holiday in March?
The questions is: Can she apply in September for the PR card or have to wait until January 2016 to apply?

My wife is non-EU and I am British Citizen having exercised treaty rights in Bulgaria in 2009-2010 prior to arrival in UK. She has received an EEA2 in June 2011.
My question is: Can she apply in September 2015 for the PR card (EEA4) or have to wait until January 2016 to apply? If sent before January 2016 will it be processed or just returned and told to apply in January? Thanks
If so does anyone have experience of applying for the EEA4?
