can I apply for family permit

Hi ,Everyone
I ve question concerning family permit , my wife she were living in UK before but she came back here home country (Poland ) , we ve know each other on the net then we meet here in my country (Algeria) and after two month we got married , the thing is we want to live in the Uk , and we heard about the family permit , but we dont know excatly is it possible for me to Apply , first she is living now in Poland abd working there , and me living and working here in Algeria ,and we intends to live in the Uk , is it possible ?or she has to come back to the Uk and exersing her traity right .
