non-EEA Dependant Parents - Accompany or Join type visa C?

Hello and happy to join this forum in order to exchange information between family reunifications and the law. It is to do with the application of EU freedom of movement in regards to a non-eu parent of
mines to reunite with me in Germany. I'm a British citizen in the UK and my idea
is to reunite with my non-eu mother as a dependant in Germany not
using their national but European law(EU directive2004/38). I am
hoping to do this as when I improve my German and when her
nationality(Peruvian) is admitted to the Schengen area of which
Germany is a member of(she is in Peru and I am in the UK).

However I have questions about how to start the process:

Can she show up at the German border and openly declare she is coming
to reunite as a family member of a European citizen son whom is living
in Germany(once I speak and live in Germany and Peru is in Schengen
area of course)?

Can she be allowed to apply for a temporary residence card once inside
that country as a dependant?(what other relevant documents would be
needed apart from money remittances, ie: learning German/is living
together prior to going necessary?)

Would be obliged if u can help in this regard as the issue of a family reunification has troubled me.

Hi Chrissmaster,
Good Evening!

For you to sponsor your Non-EEA national parent to live with you in Germany firstly you should be exercising your treaty rights in Germany. Meaning either employed or engaged in business.
Secondly; It doesn't matter what visa category your mother obtains her entry into the host state (Germany in this case) as long as you an EEA national is there to support her and you can prove the dependency.
You might want to check with a German lawyer for more information in this regard.
