Residence card information

Hello,
I just discover this blog and I found it very useful.
I shortly resume my situation: I`m Italian working in UK with a permanent contract since October 2018, my husband is Egyptian and has a italian residence card and a italian ID and to come to UK he obtained a EEA family member visa that will expire in march 2019. Since are 3 months that I`m working in UK he will apply for a residence card.
Our questions are:
1. Do I need to apply for a registration certificate too? If I don`t apply this will affect the decision about his residence card?
2. When we apply do we have submit all the originals of the documents(passport of both, ID of both, marriage certificate and also his italian reidence card)?
3. I read that we can ask for the documents back throw this application: https://eforms.homeoffice.gov.uk/outrea ... ments.ofml. Is this correct?

Hope that someone can help us because we are really confused and we don`t know where to ask information.
