What did this old residence permit card allow

My understanding when I got this year's ago that automatically I was permanent.

Left the country for few years and apparently laws changed and it seems that no longer is the case..

This is a residence permit - not Permanent Residence card. Even if it was PR und you have been away for two years+ you have lost that status.
