They will have to apply as Extended Family Members of the EEA citizen, as you are an unmarried couple. You will need to demonstrate that they are dependent on the EEA citizen.

They can't apply under the EEA Settlement Scheme (as you are an unmarried couple), but as EFMs under the EEA Regulations.
I am not a lawyer or immigration advisor. My statements/comments do not constitute legal advice. E&OE. Please do not PM me for advice.

Hello

Reading your circumstances, the chances of such application working are close to zero.

As non-EEA yourself, you cannot sponsor your parents. So your wife has to support them using the EEA EFM application:

https://assets.publishing.service.gov.u ... -03-19.pdf

For EFM, the standard of proof when it comes to dependency is high. She needs to demonstrate that she has been been financially supporting them for a while or they are/have been part of her household.

As she is not working, this level of dependency is not easy to prove. But to be honest, a lot of EEA EFM are refused even when dependency is demonstrated. It's usually not enough to show a few Western Union receipts to get the EEA permit.
