Can an EU citizen apply for pre settled to join settled partner from outside the UK?

My EU dad has settled status via the EUSS. He wants to sponsor my mum.

Can my EU mum still apply for pre settled status from outside of the UK? Or does she need a family permit to come to the UK and then apply from the UK?

I ask because she doesn't have family permit or eu family permit, a residence card, or a brc. And the gov site suggests one will be needed.

I think your mum will need a visa. The EUSS has closed for applications a long time ago.

I would suppose she needs a spouse visa, so your dad needs to adhere to requirements.
