EEA family permit application mess

Hi,

My husband recently applied for the EEA family permit at the British embassy in Stockholm. When we submitted the documents the embassy staff took photocopies of them and gave back the originals. Apart from our marriage certificate which they kept as an original document. A week later we asked the embassy if we can retrieve the original marriage certificate as we needed it urgently. The embassy asked us to send a fax regarding this and they will post it to us. We faxed them a letter but they didn't return the certificate as promised. 2 weeks later my husband went to the embassy and asked them if he can pick up the certificate but the security at the embassy said that he can't do that while the application is in process. So my husband decided to withdraw the application at which point the embassy returned him his passport and all the documents with a stamp on his passport.

Now I would like to make a complaint about this. Firstly the embassy didn't issue the family permit even after 3 weeks and when we asked them to return our document they caused us a lot of trouble! Does anyone know what channels we can use to make a complaint about this? and what complications can arrise when my husband apply for the permit again?
