Urgent: Needs Infos for VISA please!!!

Hello,
I am of French Nationality living in London uk since 1996.
My future partner is from Nepal, and lives there.
I want to bring him here,as we wish to marry and live together in uk.
I've been on a longterm sickness and get Income BasedJobSeekersAllowance(IBJSA).
And I am tired and fed up to hear that it's going to be a problem for him to be granted a Visa to enter UK as I do not work!!
I do not believe that all people who apply to enter uk have their spouses who works, some people have differents situations!
Let's be real!!
I need some help please on which kind of Visa must we apply?
Do I go to Nepal, marry him(No need of C.O.A) and apply for EEA Family Visa from his country?
Or do I make him come under a General Tourist Visa, and then once over here, we marry and then switch Visa?
Can someone please tell me what is the best way to bring him here.
