You see, this is a grey area as I see it.
For your parents to come to the UK for free using EEA FP route (form VAF5), they should be regarded as your family members. For that they need to be parents BUT + DEPENDENT on you/your EEA national spouse.
Now, if they are NOT dependent on you, they cannot be called your family members for the purposes of the Regulations 2006 (and the Directive 2004/38 ), thus the only possible route is to apply as tourists, providing various proof of accommodation and finances etc. form VAF1B-family visitors.
Again, the guidance to caseworkers says that they should consider suggesting to the applicants who appear that they may qualify under the EEA route, to use the Family Permit application, but as I noted above, it is a vicious circle.
If they are dependent, you will have to prove it by, possibly, means of bank transfers etc. If they are coming as tourists, they should show they are financially able to sponsor the whole journey.
If YOU are sponsoring their whole journey, I don't know what happens then and if you could apply for a FP on the basis that they are dependents (and unable to adduce prior evidence of dependence), rather than a tourist visa being their sponsor.
