Did not register under WRS ? May not be able to apply for PR

Came across an interesting letter from the UK BA.

Briefly, the Worker Registration Scheme (WRS) will be abolished on the 30th April 2011. Unfortunately, those A8 EU nationals from EU, who joined EU in May 2004 had to be registered under the Worker Registration Scheme (WRS) in order to be eligible for Permanent Residence (unless exempt).

Tried to attach a copy of the document, but it seems that there is no such an option here ?
