Just wondering can you apply for EEA2 without an EEA family permit?

For example, if you are in the Republic of Ireland and travelled across the border into Northern Ireland (UK), can you apply for EEA2 without current permission to remain?

And if you can, how long would you wait before you would receive the COA? Would the COA state that the applicant is allowed to enter employment?

Yes. The CoA would state the right to work if the non-EEA national is a direct family member.
