I want to ask if an EEA2 holder can study in the UK without applying to a student visa?

Because on the EEA2 sticker, it is written that " work and employment activities allowed" but does not say anything about studying?

Studying is allowed. There is no need for a separate visa. However, EEA2 alone doesn't entitle you for Home tuition fees. You need to complete 3 years of residence (in the UK or the EU) for that.
