Permanent Residence for EEA Citizen

Hi, sorry if this was asked before. Can an EEA citizen apply for permanent residence after 5 years? and secondly, does it cost anything? (my understanding that it should be free for EU citizens).

Thirdly when can an EEA citizen get a British passport? is it 5 years or a year after the 5 years passed?

Thanks I'm familiar with that website. For the purposes of naturalisation, do I have to wait a year after getting a permanent residence?

Yes - one year after automatically obtaining PR. Unless you are married to a British citizen in which case you can apply the day you obtain PR.
