Romanian Architect

Hello,
My girlfriend just graduated in Romania with a Masters degree in architecture. She very much wants to work in the UK, but from our reading of the work permit requirements it does not seem like a work permit would be granted for her (since there are architecture students in the UK graduating with a similar qualification all the time).
First question is, has anyone heard of freshly graduated architects from Romania or Bulgaria being granted work permits if they find a job in the UK?
Second question is, if a company is willing to employ her as a freelancer on a fixed term or rolling contract, can she enter the country and work legally as a self employed person? Of course, she would register for a national insurance number and pay all applicable taxes.
Incidentally, I live and work in the Netherlands (where we are also looking), so it would not be possible to enter as my partner.
