shall we extend RC?

Guys just wish to share something…
When I went to this schengen country accompanied with my wife IO looked at my passport and the visa/sticker EEA4 he didn’t get it but then he found my RC and it seemed that most of the IO don’t know if some one has EEA4 he/she don’t need visa to a schengen/eu country travelling with or travelling to join their eu/eea partner.
This made me think and I searched some websites of embassies and majority of them show only this exception

I don’t know whats true or not now and I have lost faith in humanity.
Anyways I don’t know what to do when my RC will expire and if I will change my mind not to apply for BC?
