Did you check what the application form asks for?

data page from their passport (the page with their photograph)
or a copy of their national identity card

See similar discussion - Copy of passport endorsed.

BTW - Is it still for your friends who got the refusal? If the EEA national is still in the country, they can provide the actual passport and not a photocopy. The consulate can take a photocopy on the spot if needed.

yes it's for him the problem that his wife is with her mum on holiday.
what i thought to help him is that this is the second application and in the refusal letter the ECO stated:
"You have applied to join your spouse xxxxx, who is an xxxxxx national"

so i thought if he gonna take that refusal letter with him show them that in the embassy for any case and if it necessary he will add the refusal letter to the application.

what do you say is it good idea?

First thing, I suggest you edit your post and remove her name.

He should be fine with a photocopy. This what the form asks for.
He should be more worried about addressing the issues in his previous refusal.
