help visa or eea family permit

hi im married to a turkish national, i live in scotland with my kids i have 2 kids aged 13 and 9 from a previous marriage, i have a 2 year old son to my now husband, ive been getting so confused over all the new regulations of visas and eea family permit can you tell me what we are able to apply for?
We have been in a relationship for 4 years now and he had his first visit visa in dec 11 he stayed for 4 months and returned home as agreed on visa to resume his work.
Im just so confused by all these different things, we are in an eea state can we appy for an eea family permit or do i need to hold an irish passport? :?

Are you an Irish citizen, a British citizen, or both?

Ok, so why would you mention your holding of an Irish passport?

Anyway, from what you have said, EC law does not apply. Your husband will have to apply for a spouse visa under the Immigration Rules.

just i had asked a few people about it and they said you have to be an irish national with an irish passport thanks anyway.

Well, not specifically Irish but very broadly speaking yes, it's correct under certain circumstances.
