Romanian citizen - Can I apply for ILR?

Hi...

I am a romanian citizen: I have been living in Uk for 7 years.
I received my blue card on 22nd of June 2007. I have been working as an employee, for the same company, all this period of time. I have to mention that in June 2006 I obtain a self employed visa which expired a year later.

Can I apply for a British passport now or do I have to apply for Indefinite Leave to Remain first?

Thank you.

If you can establish the right of Permanent Residence, and then pass the life in the UK test, then it will be possible.

Only British citizens can apply for British passport. You need to have PR (as Obie has mentioned) and pass LITUK test before you may be eligible for naturalisation (citizenship).
