The situation is - I am British, my mother is non-EU and I want to take her with me to Ireland and then bring her back to the UK under Surinder Singh ruling. Please can anyone advise whether it would be safe to go to Ireland (well, take my mum) on the basis or their current Visa Waiver Programme for the holders of the UK short-term visit visa (which my mum is) and then try to switch to EEA FP once in Ireland? Or should we apply for EEA FP while still in the UK? I am just afraid that we'll get a refusal and then the Irish border officials will see the refusal and won't allow her into the country?

She is "the dependent direct relatives in the ascending line". I have read quite a lot by now but still not sure whether not having EUTR visa would cause a problem when she applies for her RC?..

Cause problems in what way?
