thai wife applying for PR in UK

hi,
my wifes residence stamp ( 5years ) is due to expire in march 2013. we are currently now getting her evidence together for a PR application. we are seperated but not divorced, i am a qualified eea / eu member excercising my treaty rights, i am permanently incapacitated and have a letter / statement from my doctor to say i will not work again. on this basis alone my wife has been advised that she can apply for PR as soon as possible before her 5 years are up in march 2013. my wife is unemployed and in reciept of income support , her work paid her off due to down turn in economy. we have a 3 year old baby born here in uk , baby has uk passport. what are my wifes chances of being granted PR ? ( bear in mind mother cannot be seperated from daughter who is uk citizen ) could ubka refuse her ? what would happen if they did refused her ? would she have to return to thailand ? if she is granted PR how long does it take untill she can get uk passport or citizenship ? sorry a lot of questions but my head is all over the place at the minute with visa,s and problems about immagration as we are also in process of appealing an eea decision to allow her 2 sons to join us in uk. YOUR ADVICE AND HELP IS MUCH APPRECIATED. THANKYOU IN ADVANCE ;-)
