I went to the UK last 2 years, when I met my future wife , she is an EEA national, she is already studying A level.. I want to joint her under an EEA family permit .
my questions is : does she have to get a job before I apply for visa ?

It is not clear from your post if are in the UK now or abroad. It is also not clear if you are already married or not.

It is possible for EEA national to exercise treaty rights (and sponsor family member) as a student. She doesn't need to be in employment.
