EEA 4 App Prep work- Private Medical Ins issue

Hello all,
I have 6 months to go before I have completed 5 years on EEA Resident card. Now I would like to do my prep work for EEA 4 application. I m a non EU husband of a EU wife. I have been working for last 5 years and so has my wife except for 6 months when we relocated and it took her time to find a new job. We were financially stable then so we never thought of registering with job centre for first 3 months but then someone recommended that we should register so its logged. And we did for next 3 months before my wife got another job. I will try and look for emails with interview calls etc during those 6 months.
Also we didn't know about the Comprehensive medical insurance. But we do have EHIC & NHS cards. And on top of that I m currently looking for a Medical insurance to cover us for next full year (despite paying our NI through PAYE).
The closest I can get is PRU HEALTH which covers the following:
Full In patient and day patient cover for any operations or hospitals stays for sickness, operations no waiting lists etc, no monetary limit. Even home nursing is covered.
Full cancer cover with no limit to length of time required for you to get well, no monetary Limit.
Full outpatients cover with consultations as required with specialist investigations and physiotherapy,
Outpatients diagnostics MRI, CT and Pet scans unlimited x rays and blood tests in full.
Private GP Helpline
Full therapies cover, Chiropractors, Podiatry, Homeopathy.
Worldwide Travel cover of 120 per year.
Your Local list of hospitals.
In summary my issues are with:
A. 3 months of self sufficiency in 5 years from my wife exercising her treaty rights
B. 3 months of job centre but not sure if we have any letters from them to prove
C. No private medical cover during those 3 months of self sufficiency out of 5 years of paying NI
D. And medical cover I have been quoted for £100 per month, how do I know this will meet the HO requirements?
So how do I know if I have got every thing right for EEA 4 application? Please could someone advice.
thanks
