There is still insufficient information from you. What type of treaty rights has your wife been following during her time in the UK? When did your wife arrive in the UK? If you married in the UK or came to the UK immediately after the marriage, it's likely you have already been eligible since November.

A complete response would require complete information. If your partner has been in the UK for 15 years it's very likely she has acquired PR, which would affect the type of documentation you, yourself, need to provide. What were her activities during the 15 years? Work, study, self-sufficiency, and for how long in each activity?

All 15 years she's been full time working

Then you have already attained permanent residence (provided you meet the residential qualifying criteria of no more than 6 months' absence per year) and can apply for confirmation of it whenever you wish, providing the ffg documentary evidence (not exhaustive):

You and your spouse's current passports
Your marriage certificate
Your spouse's PR card OR P60s for the last 5 years.
Joint tenancy agreement(s) or utility bills covering a 5 year residential period to show that you have continuously resided with your spouse in the UK for the period (absences up to 6 months per year permitted).
A completed EEA4 form (not compulsory but advised).
