EEA4 - a query about the form itself

At section 7 of the EEA4 form, it states that this particular section does not need to be filled in if:

"If your EEA national family member has a document certifying permanent
residence"

Now, in the event that the EEA national is a British citizen (i.e. a 'Surinder Singh' type case), should it be considered that the EEA national's British passport qualifies as a document showing 'permanent residence' for the purposes of section 7 of the EEA4 form?

Apologies if this is a silly question!

Section 7 is not required for Surinder Singh cases.

From section 6 (just after 6.9):
* If your UK national family member exercised treaty rights as a worker in another EEA member
state please complete questions (6.10) to (6.13). Then go to section 8.

* If your UK national family member exercised treaty rights as a self-employed person in another
EEA member state please complete questions (6.14) to (6.17). Then go to section 8.

In Surinder Singh type cases, you need to show that the person has resided in an EEA state as a worker or Self-Employed person. After that, only evidence of 5 years residency period in the UK is required.
