Proof of address for EEA Permanent Resident

Am due to apply for EEA Permanent residency within the next few days,just want some advise/information,taking a look at the application form,proof of address showing my EEA Family Member must have lived in the UK for 5 years,they did request for Bank statement or utility bills,the question am asking is this,we don't keep Bank statements but we do have council Tax documents for the past 5 years showing addresses we've both lived,can this be accepted as a proof of address as well?THANKS

Will be enough but you should have other documents utility bills, bank letters, nhs letters, anything really prove your address will be good to attach with them
