EEA PERMANENT RESIDENCE CARD OR NOT

Hi I have a very important question for the experts like euguru or gumbo.. I want to know about eea permanent residence..is it equivalent to ILR or not?
If its equivalent to ILR then tell me about immigration rules.. will uk immigration rules apply after taking permanent residence in uk?
Actually my father will have five year residency at the end of 2014. i have a five year residence card. My residency card will end on 2017 and at that time i will be 26 and of course married. I want to know that if my father takes permanent residence in 2015, am i eligible for ILR? most probably I will marry a non eea who has work permit. I am concerned about her visa. UK boarder agency will not give her residence card on the bases of my father extended family member living together. Therefore i want ILR through my Father permanent residency then I will apply ilr for my spouse...IS IT POSSIBLE OR NOT?

Yes it's same as ilr

You can't get pr with your father unless you prove that you been living with your father from past 5 years
