No, they will make the applications, in the place where they are living.
When you get to the UK, how do you intend to exercise Treaty Rights? Employed? Self-employed? A student? Or as a self-sufficient person.

If there is no British embassy/consulate in operation in yemen then most probably one of the consulate in neighbouring country might be covering yemen.

This is the advice given on the British consulate website.
Another option is to apply for a Schengen visa and fly to France and then drive to the UK (you won't be able to get on a flight to the UK without a visa but driving/train is possible as you can speak to the immigration officers at the border).

Hi, I am Polish and Serbian passports holder. I live in Serbia with my husband and son(12 years old). I am moving to Uk next week to start living there. After a month my husband and son plan to apply for eea family permit. We have a problem. My husband's permanent address is in Belgrade because he works for a Belgrade firm and he has to be registered in our flat there. My and our son's address is in a town 130 km from Belgrade, because I got a job here. Will that be a problem? Thanks in advance!

Beste Maas,
Succes!
(I only explained about job possibilities in UK for Dutch speaker).
