I guess, you meants your wife will be applying for PR (EEA3) under EU law as opposed to EEA 2, as this make much more sense.
Then it is perfectly fine. Both application can be made at the same time.

Please note that although you can apply together (i.e. in the same envelope), your wife could have her PR confirmed while you won't. This is because in your
case your time before marriage doesn't count.
Having said that, there is no harm in trying. Others have been lucky in similar applications.

Thank you for your help. If I summarize my situation My wife is an EU citizen and I'm non- EU citizen. I already got my residence permit 4 years ago but I have been in the UK more than 5 years by now with work permit, so I was thinking to apply with EEA4 and same time apply for PR for my wife EEA3. I believe I will send them same envelope and give it a go as addresses for EEA3 AND EEA4 is same anyway. Will let you know outcome.

Given the circumstances of your case, i don't believe you qualify for Permanent Residence, as you don't qualify under any criteria for this, as your residence as a work permit holder was not in accordance with the EEA Regulations.
Making a frivolous application, which is bound to fail, may divert resource, which could have been used to deal with vaild cases. This in turn lead to enormous delays for people who have lodged valid application.
Just a food for thought. At the end of the day, it is up to you what you do.
