Apply for EEA FP Or Visitor Visa

hi. i'm preparing my documents to apply for uk under EEA FP. I'm in Bangladesh and my wife currently in Cyprus. so i want to apply from bangladesh for EEA FP. if i get visa, then my wife can move to UK from Cyprus before i go there so i can join with her. but i was checking UKBA and i found this

"If the EEA national is outside the UK and is not travelling with them, the non-EEA family member must instead apply for a visa (if they need one) before they can come to the UK. For more information, see the Do I need a visa? page"

and now i'm confused.anyone can give some advice?

What is the citizenship of your wife? Is she working in Cyprus?

she is latvian and yes she is working from 2011 sept. since then all her social insurance paid. do i need to include this social insurance paper and letter from her employer too for credibility of the application?

You need to submit a letter from her outlining that she will be travelling to the UK and you will join here there. You need a photocopy of her passport, and will need to submit your marriage certificate.

Do not submit extra documentation unless there is a really really good reason for it. Usually there is not.
