if we'll not receive any response after 6 months , then

There is a complaints procedure. If you review the EEA2 form, it states how to complain.

An Update,
Just now I checked at royal mail web site and found special delivery pack is on its way, guaranteed delivery on 2nd April.
I hope UKBA has issued PR.
applied EEA3 from 02/2005 to 02/2011. (6 years)

NO. I HAVE NOT MADE ANY COMPLAIN JUST WAITING TO COMPLETE 6 MONTHS.
BUT
I received special delivery pack this morning, and and....hurrraa!!
PR issued on 25th march received 30th march.
Now, I'll apply my PR (EEA4) in oct 2013 and at least i do not need to send 1kg of documents proving my EEA spouse exercising treaty rights.
