EEA 4 - Section 8 - Special Circumstances

Hi there,
I have a question regarding section 8 - time spent outside the UK.
It says "absences due to special circumstances will not affect your period of residence". What does that mean? Does it depend on the individual caseworker what sort of 'special circumstances' will not affect your PR application?
Do studies abroad - which were a requirement of the UK based course and meant us being outside the UK for over a year- count as special circumstances?
