Hello. We finaly received our Permanent Residence cards, we are a EEA family and have been in the UK for more than 5 years.
We had a twin girls born last year and would like to know if for baby under 2 years do we have to apply via form MN1 or is it a different form?

It is better to ask British citizenship questions in the dedicated section for BC.
From your
previous post it seems that the girls were born just as your wife has completed 5 years in the UK.
If she has been exercising treaty rights for 5 years
before the girls were born, then she has obtained PR status before the birth and the girls are already British. No need to register and you can apply directly for a British passport.
If she hasn't been exercising treaty rights for 5 years before the girls were born, then you can now register the girls as British using form MN1. This form is to used as long as the child is under 18 years.
Also I suggest you read
