Permanent Residence Card 6-month application process time.

I've looked around in circles for the specific piece of legislation for this, but I can't find it.
Is anyone able to quote me the directive stating the maximum processing time of 6-months for the PRC, or point out where it is published so I could grab it from there?
I got my certificate of application 6 months ago (in few days) and I'd just like to quote it in a letter to the UKBA.
