I have lived in the UK since 2006 as a student, in October 2011 I had to go back to my country to apply for my post study work visa which was granted. Because of illness I spent more than 6 months outside UK, but back in UK now. My brother is married to EEA national and will apply for PR very soon, is it possible for him to include me in the application as his non EEA family member. Thanks

Reason, please. I have the doctor's report to prove that I was not able to travel as I was in hospital.

Are you a (dependent) member of your brother's (EEA) household? Do they fund your education, upkeep, accommodation e.t.c OR are you self-sufficient?

Yes, I am a dependent and they funded my education.

It is not sufficient to show that you are dependant on your brother in the UK.
You are required to show that you were dependant on your brother and his wife in the country from which you came, and continue to depend or a member of their household in the UK.

If you are a child under age, then it may be possible.
If you are not under age but disabled person and you are depending on your brother since past then try your luck.

That does not seem to be enitrely correct, in my opinion.
