can we apply for a family permit now?

Hello,
Heres our story... I am a non-eu citizen my wife and son are both British citizens. we all live together in sweden since november 2012 my wife started working on the 15th november 2012 until present. we want to go to the UK for a short holiday to visit family and have a little holiday. I have never been to the UK myself but applied last year April 2012 for a visitor visa that got refused. Will this affect my application in any way??
can we apply for a family permit now or do we wait a few more months how do things work??

as long as you have proof off your BC wife excersising treaty rights in the EEA then go to the local british embassy and apply for a family permit.

you dont need to intend to return to the UK full time, or even need to plan to return to the eea. (although, looking at the state of the UK ;) might not be worth coming back to now )

We have her work contract showing exactly when she started work and how many hours she works a week.

Do we apply at the embassy direct? how do things work is it a straight forward procedure? how long does it usually take and does the fact that i was refused a visa last year affect my application for family permit??

Apply, previous applications should not affect a fresh one, given the circumstances you describe.
