Can EEA Residence Permit be used as a form of identification

So I got my Residence Permit (Phew after just over six months) I need to know a few things
Can I use this as ID, my residence permit came on a A4 piece of paper with the sticker/card on it.
Can I use it to get my provisional license, my passport is expired so could I send my birth cert with my residence card?
Can I use the rc to travel to Ireland? I assume you need a valid passport which in my case is expired.
If I did have a valid passport would I need a visa to travel to Ireland (on my own) and back.
Some info you may want to know about me. I live in England, I was born in England but my nationality is Nigerian (long story) My passport is expired and nigerian. My mum is an Irish citizen working and living in the uk.
