EEA3, EHIC and statment of intent?

I'm a medical student in the UK and I want to make sure I'm not left without permanent residency in case the UK votes to leave the EU in 2017. Just trying to be prudent, even if it's unlikely.

I have carefully collected all my non-UK EHIC cards since I began the course, which was in 2010. As far as I knew at the time, EHIC cards were sufficient to show that I have comprehensive health insurance. I've now noticed that you also have to submit a statement of intent. How does this work?

Finally, after permanent residency is obtained, is there still a requirement to have comprehensive health insurance for the 12 months before you apply for naturalization?

Statement of intent is only relevant for a Registration Certificate (EEA1) application and not PR Confirmation (EEA3) as when the PR is obtained your future intentions are irrelevant.

You are not required to exercise treaty rights after obtaining OR and there is no need for CSI from that point.
