Family member visa on the basis of retained right of reside

Hi Please advice me
one of my friend got retained right of residence after divorce from his wife.He wants to bring his wife from his country after his marriage in a couple of months time.
His 5 years of marriage with eea national will complete in 2015.
Please advice how could he bring her new partner from his home country and on which visa.
