Confused and help needed

I am writing on behalf of my brother,he has an Irish residence permit and also a retained right of residence in the Uk.His girlfriend born him a child and the baby was issued with an Irish passport,they will like to make his girl friend legal in the uk ,please what type of application can they make. Can the make application called CHEN ruling or Right of access to a child in Uk as the child being an Irish has a permanent residence already.pls advise

I dont understand, pls explain it proper ie step by step.
And how was your appeal hope they av granted your ROR.....

My case is still in court,this post isn't about me,it's about my brother and his girlfriend who have an Irish child

It may be possible to apply on the basis of Chen. I'm not familiar with the specifics, I'm afraid.
Hopefully others will post more soon.
