Applying for EEA3 if not employed in UK for more that 6 mont

I lived in the UK for 7.5 years and was in a full-time employment most of this time. I am registered under Worker Registration Scheme. I stopped working in February 2013 and left to Dubai, UAE, to work for the franchise of the same company that I was with in the UK for the last 2.5 years. I am on a 2-years contract now and intend to be back to the UK after.
I would like to apply for EEA3 (Document Certifyin Permanent Residence) now.
Can I still apply as I haven't been employed in the UK for over 6 month now?
Does being abroad for this long prevents me from applying?

Once PR is achieved, it would be lost on absence of more than two years.

I will be back to the UK in 1.5 year from now.

If you're an EU citizen, lived in the UK over 6 years while exercising treaty rights, you don't need to apply for PR you can apply for British citizenship straight away.
