EEA4- Proving continuous residence

On another forum, I read that if the EEA national spouse is already a permanent resident in the UK, than the non-EEA spouse only has to prove continuing residence in the UK with the EEA spouse in order to get permanent residence. Can anyone clarify if this is correct, and point me to the relevant regulations?

If an EEA national has got its Permanent residence then he no longer need to exercise its treaty rights anymore and its non-eu national partner will need only to spend 5 years with him in order to secure PR. A detailed information can be found here:
