2 things...

1) People who respond on these forums are not paid to do so, it is a volunteer "service". It is a work day, most people are therefore at work :).

15 minutes is not any sort of time to expect somebody to give a constructive response to your query.

2) Dont keep posting a thread (i see you've posted three of the same threads).

Tell the truth. to give any kind of advice people would need to know the circumstances.

So your friend is an non-EEA National. Are they married currently? Yes or no?

What is their purpose for being in the country? - are they a family member of an eea national (what nationality) or?

was he with a partner when he gained his student visa? i know that a lot of couples refer to their durable partners as "my wife" and "my husband" etc...

It might be worthwhile sending your friend over so they can give further details etc...

he came in this country in 2006. after that he applied three times student visa in 2007, 2008 and in the end of 2009. he never used married status before as he was not married. but HO said that he used married status in 2009 application which i believe was a ticking mistake from him. he met with his wife in 2011 and after that they married and he applied . now what justification he can give about this human error. thanks

Did he submitted any marriage certificate for the 2009 application or it was just a case of ticking the wrong box?

that's why it's very important to have a copy of the application that he send before.

If it was just ticking mistake i am 100% that's not problem but your friend need to prove it.

I am sure there is way to prove it. Ask him to visit the registry office where he got married there they might give him a better suggestion
