The new EEA2

Would it make a difference if we were to deliver our EEA2 application in person?
Also, is it now in Durum as it was previously the UK boarder agency in Liverpool.
And is the form quite similar to the old one as we were just getting ready to start working on it then it changes.
And now you need to pay £55 registration fee, right?
