Waiting for decree absolute

Hi all. My friend would like to know.
1. She's waiting for the divorce certificate to be complete(decree absolute). But if the husband ask for help for housing benefit or claim for working tax credit because since she move out of house they shared rent, he's struggling with rents.
2. These could effect her situation after she get a decree absolute for her retention of rights after divorce or PR! Marriage last 4 years and live together in UK for 2 and half. Despite her husband had already filed his tax return of this years. She has a copy of tax return (2013)of her husband.
