Hi all,
I am an EEA citizen and just completed 5 years of continuous employment with the same company. I want to apply for a permanent residence certificate and I plan to send in the last 5 years P60 forms and the last 6 months pay-slips, to show that I am still working.

The problem I have is when it comes to Proof of Residence. The EEA3 form states that I need to send in: "Proof of residence currently and continuously for 5 years" in form of Bank Statements, Utility Bills or Tenancy Agreements.

Here are my problems:
1. I don't have any bank statements for the first year - I had an HSBC Passport Account which I closed after 1 year (so I don't pay the £6.95 monthly fee anymore).
2. I can only print online statements (which don't include the address) for the rest of the years.
3. I don't have any bills or tenancy agreements for the first 2.5 years at my 2 previous addresses.

What other options are there to prove continuous residency for the past 5 years. I would have thought that P60 forms would be proof enough, as they show my 2 previous and current addresses. And also working for the same company based in the same UK office. Would a letter from my employer stating my employment dates and permanent office address do?

Tenancy agreement can be easier to get for you. Otherwise you can print the statements and get them stamped with a bank letter confirming its authenticity or can order postal statements.

Do you recommend to try and get the Tenancy Agreements for my first 2 homes? Is there any other way? Do I really need to send any of these considering I have been working for the same company for 5 years? Thanks.

The purpose of these documents to make sure that eea national has maintained its residence which usually breaks with 6+ months absence. Yes you should try for tenancy agreement if during that time you had not bank account/statement. Employer letter can fulfill the treaty rights evidence but accepting it as proof of address/residence will depends on caseworker discretion because its not official evidence.

You should be fine with the P60s and a letter from employer statig you didn't take more than x days of holiday. The proof of residence is in order to meet the "more then 6 months of residence per year" so this would cover that. You could explain in a cover letter that this is used as proof of residence just to deal with any checklist type of checking by junior staff.

The fact that you worked in the UK for such an extended period of time is proof enough that you will have qualified for PR.

It would be difficult to be absent for more than six months without noticing.

Thanks all for the encouraging comments. I will try to get a letter from my employer stating that I was employed continuously from Sep 2008, and that I have only had 25 holidays / year, and my work place is in the UK. And fingers crossed...

I will let everyone know the outcome of the application to help others in the same situation.

I was searching for EEA3 information on the internet and found my own post.

Seeing I have promised I will come back to give an update, I can confirm that my application was approved a year ago.

Here is what I have sent:
- 5 years P60 certificates
- Pay slips covering the period from my last P60 to application date
- letter from employer confirming employment dates, holidays, and sickness leave.
- Bank statements covering the whole period (some duplicates from the bank, some online printouts stamped by the bank).
- Utility bills for 4 years (I didn't have any utility bills from my first year address).

I did not send any Tenancy Agreements.

Hope it helps someone and that the rules haven't changed in the past year.
