permanent Residency 5 years ???

Hi One of my friend is from Romania.He need some advice.

He has been in the UK for last 5 years.He is working as employee now and also has worked as self employed.
he has wife and 3 years old daughter.Wife is also from Romania.
He is looking for permanent residency.
Questions
1-Which form he has to use?
2- Will he apply for ILR?
3- Will daughter needs to apply with them or she be automatically registered as British once parents have ILR?
4-can they do same day service?
5- What documents they need to show and will it be for last five years or only last one year????

It is not obvious that as a Romania national, he was automatically entitled to work, therefore time spent working might not be taking into account, if there was no authority for him to work.

If he was genuinely self Sufficient for a period of 5 Years, then he might qualify for PR. it will all depend on the circumstance of the case.

What is the nationality of the wife?

Wife is also Romanian national.

Well how was this person Exercising treaty rights. Was he self employed? was the wife working whiles he was self employed for a continuous period of 12 months?

Did he have permission to work?

He was self employed for first 3 years.Then he is working for a cab firm as an employee.Wife also worked for 18 months and then becasue of baby she is not working anymore

Was the wife issued with a registration Certificate?

He may well qualify,, but it is not a straightforward case and the answer may not be straightforward.
