WRS Card was issued in October 2009.It has been accepted by the case worker that 12 months under WRS were completed bu the application for PR has been refused on the basis that the employments was not registered until 2010. Does completing 12 month period doesn't make one qualified person?

This doesn't make sense. Was the card issued in 2009? Why did the caseworker refer to employment in 2010? Is it the same employment? In any case, to obtain PR now you must have been in country since 2008. What happened before 2009?

Thanks, you are right that anyway 5 years dont get completed. I take it that the WRS card is stated at the beginning of the employment and after 12 months registration certificate is issued.

if your first WRS card issued in OCT 2009 then you can only apply for PR OCT 2014

Well, I assume the view of the Home Office is that until someone works continuously for 12 months and is registered with them for those employers, EU national is not considered have exercised EU Treaty rights. Please correct me if I am wrong.
