Spouse of Irish citizen: Applying for Family Permit in Spain

Hi again all
Can the non-EEA spouse of an Irish citizen (not dual national) visiting Spain with his/her partner (even though they are not planning to stay longer than 3 months) apply for a UK EEA Family Permit from Spain within the 3 months?
They would not be planning to apply for Spanish residence documents, nor planning to work. However, they would have sufficient funds to support them for the 3 months before traveling to the UK.
Do you think this would work?
